Countries in this brief, on Strature GPS

Answered in: The call (one-page sheet)

Geoeconomic

Does Canada's public financing stack reduce a private investor's risk in major projects?

“No: the public stack relocates risk rather than reducing it.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 02. Referral convenes; only listing leads to the approvals, and one project was listed by 3 October 2026

Geoeconomic

Has the Building Canada Act granted its approvals to any project yet?

“One of 18 projects was listed on the records read to 3 October 2026, the step that leads to the approvals document this statute exists to grant; that document had not been issued (Section 19).”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 04. The guarantor states, in its own plan, that it bears no financial risk

Geoeconomic

Who bears the risk that a federal Indigenous loan guarantee covers?

“The guarantee does not reduce the risk in a project; it moves that risk from a lender's balance sheet to the Consolidated Revenue Fund, by statute.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Show all 13 questions

Answered in: 05. The fee recovers administration; nothing published prices the risk

Geoeconomic

What does the federal guarantee fee price?

“A guarantee whose fee recovers administration, and whose issuer holds no loss provision, is a transfer rather than an insurance contract, and its price carries no information about the risk transferred.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 06. Three guarantees have issued, and two published an amount

Geoeconomic

How much Crown-guaranteed debt stands behind the stated equity in the priced guarantee deals?

“Guaranteed debt divided by the stated equity is 54.3% at Westcoast, federal only; at Darlington it is 51.1% for the federal share alone and 102.1% with the Ontario share added.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 07. The stacking limit caps federal funding, not the Crown's total exposure

Geoeconomic

What does the federal guarantee stacking limit cap?

“The denominator is federal funding, not project cost and not the Crown's total exposure, and the same plan describes stacking federal and provincial guarantees on one investment as intended.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 08. The Infrastructure Bank's largest published ratio divides by the concession

Geoeconomic

What does the Canada Infrastructure Bank's headline leverage ratio measure?

“The largest number the bank publishes is private capital per dollar of concession and risk absorbed: a measure of relocation.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 09. The Bank's additionality rule makes its presence a signal of a gap

Geoeconomic

What does the Canada Infrastructure Bank's presence in a capital structure signal?

“The bank's board-approved Investment Policy (approved 13 August 2024) states that it will not invest where a project would generate enough financial return to proceed without it.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: At a glance (Section 11 row); 11. Three parties, three different legal objects, in one statute

Geoeconomic

What does the Building Canada Act give provinces and section 35 rights-holders?

“A province a written say in its own jurisdiction; a section 35 rights-holder a consultation process.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: 12. The Act's certainty is made by deeming, not by faster assessment

Geoeconomic

How does the Building Canada Act create certainty for a listed project?

“The Act does not accelerate assessment; it substitutes a conclusion for the assessment's outcome, then limits the substitution.”

The brief’s reading of the evidence; not a registered forecast.

Primary Canada

Answered in: At a glance (Section 15 row); 15. The two axes resolve on public records anyone can read

Geoeconomic

What weight did the registered worlds put on a first listing under the Building Canada Act by June 2030?

“90% in sum, registered 5 Sep 2026, our estimate, scored when it resolves; one project has been listed since (order of 1 Oct 2026).”

Facts since the research date

  1. 15 Jul 2025 (found 30 Sep 2026)

At harmonisation we found a report that nine First Nation groups brought litigation in the Ontario Superior Court of Justice, filed on 14 July 2025 according to their counsel, seeking to have Ontario's Bill 5 struck down and the designation provisions of federal Bill C-5, which enacted this Act, struck down with it; the grounds reported are sections 7 and 15 of the Charter and the Crown's constitutional obligations toward reconciliation (as reported by Global News, 15 Jul 2025). Its status since is HUMAN REVIEW REQUIRED (two CBC reports could not be retrieved). The register did not state whether a filing made before registration counts toward the challenge axis of F-0185 to F-0190; the ruling of 30 September 2026 is the next entry.

The July 2025 filing does not count. The ruling was made after registration; the forecasts and their weights are unchanged and scored as registered.
