Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Canada's goods exports to Singapore excluding gold C$3.19bn in 2025 [10]
  2. Canada-ASEAN merchandise trade C$52.5bn in 2025, up 23.6% (low confidence; the source names no underlying data) [8]
  3. Indonesia's deputy trade minister on 22 Sep: text, market access, product-specific rules of origin and cross-sectoral issues still need work; committee meets in October; remaining work in early November [2]
  4. Ministers urged officials to finalize ACAFTA by the ASEAN Summit in November and looked forward to signing in 2027 [1]
  5. Proclamation No. 1447 set 16-18 Nov 2026 as non-working days in Metro Manila for the 49th ASEAN Summit at the PICC [7]

Why it matters

ASEAN and Canadian trade ministers told officials on 22 Sep 2026 to finish the ASEAN-Canada free trade agreement by the ASEAN Summit in November, with signing planned in 2027. In July 19 of 26 chapters were closed; goods market access, rules of origin and procurement were still open. The sides already missed one deadline and agreed in Sep 2025 to seek a 'final' extension into 2026; this card asks whether the talks slip past November.

Why Likelihood 5 Pushes: goods market access, rules of origin and procurement open; 7 of 26 chapters left in July; one deadline already missed; 10 ASEAN negotiating parties plus Canada. Brakes: set summit date; ministers' push; 10 chapters closed Nov 2025-Jul 2026; signing planned for 2027.

Why Impact 3 Threshold case: conclusion a few weeks after 30 Nov.

The other facts on file (4)
  • 9 chapters concluded by the 16th round, Manila, 24-28 Nov 2025 [4] (18 Mar 2026)
  • 19 of 26 chapters concluded by the 19th round, Jakarta, 30 Jun-3 Jul 2026; more than 80% complete [6] (16 Jul 2026)
  • Market access, legal and institutional issues, e-commerce and rules of origin the most complex after the 18th round, 21 Apr 2026 [5] (22 Apr 2026)
  • At the 15th round (Bangkok, 1-5 Sep 2025) both sides agreed to seek a 'final' extension of the deadline, to conclude in 2026 [3] (10 Mar 2026)

  4. MomentumA miss after a 'final' extension [3] could push talks behind other priorities (Strature's view).

The other side

A conclusion in Manila would give Canada its first trade agreement with ASEAN as a bloc and lock in its push beyond the US; agri-food, energy and digital firms would gain first (Strature's view, from the priority sectors named by ministers [1]). Even a slip keeps CPTPP access to four ASEAN members [9].
