A Houthi strike cuts power or water to a Saudi city for two days
The test Between 25 Oct 2026 and 25 Oct 2027, an attack attributed to the Houthis (by Saudi authorities or the coalition, or claimed by the Houthis) cuts electricity or desalinated water supply to all or part of a Saudi city for at least 48 consecutive hours, as stated by a Saudi authority or reported by two independent news agencies.

Likelihood ↑ 29 Sep 2026: the coalition said a Houthi drone hit the Taibah electricity distribution station in Medina.
Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- On 27 Oct 2026 the Houthis claimed strikes on Najran and Abha airports, King Khalid Air Base and the Ras Tanura refinery; the coalition said it downed two missiles aimed at Riyadh and three at the Eastern Province; no power or water cut reported (low-confidence source) [12]
- Egypt's parliament authorised military support to defend Saudi Arabia if Riyadh asks, by at least two-thirds; defensive [13]
- On 24 Oct 2026 the Houthis listed Yanbu, Rabigh, pumping stations and the East-West pipeline among targets; two ballistic missiles destroyed; other claims unconfirmed [6]
- The Houthis said they struck Riyadh's King Khalid International Airport on 8 Oct 2026; Houthi attacks have killed at least 18 people in the kingdom [11]
- The UK sent RAF Typhoons on 20 Oct 2026 to defend Saudi cities and critical national infrastructure, with no offensive strikes [8]
- An attack on Riyadh's airport reported on 11 Oct 2026 (the day before) killed 12 and injured more than 300; the Houthis claimed attacks on Riyadh and Dammam airports on 11 Oct [7]
- The coalition said a Houthi drone attack on 29 Sep 2026 hit the Taibah distribution station in Medina, which supplies the Prophet's Mosque; one transformer out, network unaffected; the Houthis called it a lie [1]
Why it matters
The Houthis now strike Saudi airports, oil sites and, on 29 Sep 2026, a power station in Medina, the coalition says. That hit took out one transformer and did not affect the grid. A strike that leaves a city without power or desalinated water for two days has not happened, but the target list is widening while Saudi Arabia draws about 70% of its drinking water from desalination.
Why Likelihood 4 Pushes: the Medina power-station hit, repeated fire at Red Sea and southern cities, the 2022 desalination-plant precedent, the broken truce. Brakes: interceptions and UK air defence, the grid unaffected at Medina, storage over 1.5 million cubic metres, the Houthi denial of the Medina hit.
Why Impact 3 Threshold case part of one city without power or water for 48 hours.
The other facts on file (3)
- Desalination supplies about 70% of Saudi drinking water (Al Jazeera; no year or study given) [3] (8 Mar 2026)
- Desalination capacity passed 16 million cubic metres a day by end-2025; storage over 1.5 million cubic metres; more than 27 million served [4] (14 Jun 2026)
- In March 2022 the coalition said Houthi strikes targeted the Al Shaqeeq desalination plant and a Dhahran Al Janub power station [5] (20 Mar 2022)
Where it sits
How it spreads
Between 25 Oct 2026 and 25 Oct 2027, an attack attributed to the Houthis (by Saudi authorities or the coalition, or claimed by the Houthis) cuts electricity or desalinated water supply to all or part of a Saudi city for at least 48 consecutive hours, as stated by a Saudi authority or reported by two independent news agencies.

- CanadaNo direct Canadian channel found; Canada pays world oil prices.
- SecurityA two-day outage would show the Houthis can turn hits into civilian supply cuts; air-defence demand would grow.
- EnergyDesalination runs on power, so a grid cut can also cut water (Strature's view); markets would read an outage as a sign that Yanbu and the East-West line are within reach.
- Supply chainsRed Sea plants and ports carry Saudi exports while Hormuz is unsafe; Bab el-Mandeb is the second chokepoint.

Three scenarios and their signposts
- S1
Hits without outages
Attacks continue; air defences and grid back-up keep any outage under two days.
- S2
A city goes dark
A strike on a substation cluster or a desalination plant leaves part of a city without supply for days.
- S3
A new truce
Talks restore the 2022 truce and cross-border attacks stop.
| Path | Signpost |
|---|---|
| S1 | Coalition statements that the network was not affected after each hit |
| S2 | A Civil Defense or utility notice of rationing or water trucking |
| S3 | A UN-announced truce or a week with no claimed attacks on Saudi soil |
No probability is given for the three paths.

The other side
Saudi Arabia has built water storage and capacity quickly, over 16 million cubic metres a day by end-2025 [4]. Suppliers of air defence, grid hardening, storage and back-up generation gain work, and a new truce would lift a security discount from Red Sea cities and projects.
