What changed

Dated, newest first

  1. Saudi-Swiss 2006 treaty ceased 9 Aug 2025 after Saudi termination; new treaty signed 23 Apr 2026; dispatch to parliament 2 Sep 2026 [12]

Why it matters

Prime Minister Carney and Crown Prince Mohammed bin Salman said on 9 July 2026 that they will conclude a FIPA by early 2027. Talks were launched in November 2025; no round, text or new date has been published since July. Canada's UAE FIPA took about two to four years to conclude, depending on which GAC page dates the launch. A miss would delay treaty cover for a small stake: Saudi direct investment in Canada was C$3.2bn in 2025.

Why Likelihood 4 Pushes: Canada's UAE FIPA took about 47 months from the 2014 start (about two years from the 2016 launch on GAC's background page), this one targets about 15; no published round since July (Strature search of GAC and PMO news, 25 Oct 2026); Saudi war and budget strain; the 2018 rupture.

Why Impact 3 Threshold case: no treaty by 30 Jun 2027; trade and investment continue.

Three scenarios and their signposts

  1. S1

    On time

Ministers announce a concluded FIPA in the first quarter of 2027.

  2. S2

    A late spring

Talks run past early 2027 but close before 30 June.

  3. S3

    Stalled

The war, Saudi budget pressure or a bilateral dispute stalls the text past mid-2027.

The signposts of each scenario
PathSignpost
S1A Joint Economic Commission or Coordination Council meeting with a FIPA line by end-January 2027
S2A GAC readout reporting a final round by April 2027
S3No FIPA mention in Canadian or Saudi readouts by 31 March 2027

No probability is given for the three paths.

The other side

A concluded FIPA would give Canadian pension funds and builders treaty cover in a market they are being asked to enter, and Saudi investors cover in Canada. Even a miss leaves trade open: no tariff turns on the treaty (Strature's view).
