What changed

Dated, newest first

  1. GAC CEPA page: concluded negotiations; notice of intent 24 Nov 2025; consultations 13 Dec 2025 to 27 Jan 2026; still no signature date when read on 27 Oct 2026 (page modified 21 Aug 2026) [2]

Why it matters

Canada and the UAE concluded their CEPA on 24 July 2026, after 47 days of talks. Three months later Global Affairs Canada still lists it as concluded negotiations, with no date for signature. Canada's two most recent trade deals took about ten months (Indonesia) and about 18 months (Ecuador) from conclusion to signature, and the UAE investment treaty more than seven years. A slip would delay tariff cuts on a small flow: two-way goods trade was C$3.5bn in 2025.

Why Likelihood 5 Pushes: no signing date three months after conclusion; the Indonesia CEPA took about ten months from conclusion to signature, close to the eleven months to 30 Jun 2027; the Ecuador FTA took about 18 months; the UAE FIPA took more than seven years.

Why Impact 3 Threshold case: no signature by 30 Jun 2027; trade goes on under current tariffs.

Three scenarios and their signposts

  1. S1

    Signed on schedule

Legal review ends and ministers sign in the first half of 2027.

  2. S2

    A late signature

Signature comes in the second half of 2027 or later, slower than Indonesia (about ten months) and closer to Ecuador (about 18 months).

  3. S3

    Parked

The text waits on other trade priorities, as the FIPA did from 2018.

The signposts of each scenario
PathSignpost
S1A GAC notice of signature or a tabling in Parliament by 30 Jun 2027
S2A Sidhu visit to the UAE with a business delegation without a signing
S3No CEPA line in GAC or UAE trade-ministry readouts by 31 Mar 2027

No probability is given for the three paths.

The other side

Once signed, the CEPA would give Canadian exporters better access to their largest Middle East market. A delay also leaves time for Canadian firms to prepare for the tariff schedule.
