Why it matters

Saudi Arabia now expects a 2026 deficit of SAR245bn, about half again the SAR165bn it budgeted, and plans to cut nominal spending by 3% in 2027. The economy shrinks 3.6% this year on the ministry's estimate, as war shuts in oil output. The 2029 Asian Winter Games at a giga-project were postponed in January, and the FII Institute postponed the kingdom's flagship investment conference on 19 Oct; a formal cut to another giga-project could be the next step (Strature's view).

Why Likelihood 6 Pushes: deficit half again above budget, output 2.18 mb/d below target, attacks on Riyadh, a project already under review. Brakes: 2034 World Cup deadline, stated commitment to Vision 2030.

Why Impact 5 Threshold case one project or hosted event postponed or cut in scope.

The other facts on file (3)
  • 2029 Asian Winter Games at Trojena postponed to a later date (OCA and SOPC, January 2026) [4] (26 Jan 2026)
  • The Line to be significantly downsized; construction on hold since late 2025; about US$50bn spent as of November 2025 (FT estimate, relayed) [5] (27 Jan 2026)
  • Canada and Saudi Arabia signed 13 commercial agreements and MOUs worth over $1bn; Canadian infrastructure firms to help deliver Vision 2030 roads and rail [7] (9 Jul 2026)

Three scenarios and their signposts

  1. S1

    Quiet trimming

Projects slow without a formal announcement; the 2027 budget holds.

  2. S2

    A formal cut

A project or hosted event is postponed or cut in scope.

  3. S3

    The rebound

Output recovers, the 2027 rebound arrives and plans resume.

The signposts of each scenario
PathSignpost
S1The FY2027 budget in December keeps spending near SAR1,392bn
S2A statement by the PIF, a project developer or a sports body
S3Saudi output near its OPEC+ target in the IEA monthly report

No probability is given for the three paths.

The other side

Investors have welcomed smaller, more focused plans before. Money moved from giga-projects can go to defence, power, water and ports, where Canadian infrastructure and engineering firms are already invited.
