Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
Why it matters
On 5 March 2026, as the war between the US, Israel and Iran widened (Al Jazeera), drones struck Nakhchivan airport's terminal and fell near a village school, injuring two; Azerbaijan said they came from Iran, which denied it. Azerbaijan shut its Iran crossings to cargo and reopened them on 9 March. There has been no repeat, but a renewed war on Iran would test the border again.
Why Likelihood 3 Brakes: attribution disputed and Iran denied it; no repeat since March despite later Iranian fire on Kuwait (28 May, 3 Jun); the US President's 8 Oct no-strike pledge to the midterms. One driver with a strong brake.
Why Impact 3 Threshold case one drone causing damage or injury.
