A chip shortage idles a Mexican car or electronics plant for two weeks

The test Between 26 Oct 2026 and 25 Oct 2027, at least one vehicle-assembly or electronics plant in Mexico stops production for 14 days in a row or more, with a shortage of chips named as the cause by the maker or by two independent news reports.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Imports from Taiwan US$55.33bn in Jan-Jul 2026, up 208.55%, incl. US$19.76bn of circuit modules (low confidence; the report names no data source) [7]
  2. Mexico made 301,803 light vehicles in Sep 2026 (-15.1%) and 2,946,943 in Jan-Sep (-2.4%); exports to the US 76.4% and Canada 12.4% (314,185 units) in Jan-Sep [1]
  3. Bloomberg Línea set the Sep 2026 output fall against US tariff pressure; it does not mention chips [11]

Why it matters

It happened a year ago: a Mexican car plant stopped on 28 Oct 2025 for lack of chips, after China blocked exports from a Dutch-controlled chipmaker, and regular output was due to start returning gradually from about 24 Nov. Mexico's plants run on imported chips, about US$25.8bn of them in 2024, led by Malaysia and Taiwan. The ownership fight behind the 2025 halt is still in court, and memory chips are tight as makers serve data centres first.

Why Likelihood 4 Pushes: the chip ownership dispute is open, with a court freeze to 2029; memory makers favour data centres and DRAM prices rise. Brakes: S&P expects no light-vehicle output hit; makers hold six months to a year of chip stock; the 2025 halt ended within about four weeks.

Why Impact 3 Threshold case: one plant for 14 days. One Canadian channel, no sourced loss figure.

The other facts on file (8)
  • A carmaker halted its Celaya plant on 28 Oct 2025 after cutting US and Canadian output on 27 Oct; it said on 18 Nov 2025 it would begin gradually returning North American plants to regular operations from Monday [2] (18 Nov 2025)
  • The Celaya plant builds the HR-V and made more than 190,000 vehicles in 2024, mostly for North America [3] (30 Oct 2025)
  • The Celaya plant is in Guanajuato and suspended operations from 28 Oct 2025 [13] (30 Oct 2025)
  • The halt was blamed on Nexperia chip supply after Beijing suspended exports of Nexperia products [4] (29 Oct 2025)
  • A Dongguan court froze up to RMB2.14bn of Nexperia's Chinese stakes from 20-25 Aug 2026 until Aug 2029 [8] (31 Aug 2026)
  • Mexico imported US$25.78bn of integrated circuits (HS 8542) in 2024: Malaysia US$6.03bn, Taiwan US$5.12bn, China US$3.22bn, Vietnam US$2.41bn, South Korea US$2.40bn; Chihuahua US$13.30bn, Jalisco US$5.89bn [6] (2024)
  • S&P Global Mobility: new-contract DRAM prices could rise 70-100% in 2026; no light-vehicle output impact expected, though panic buying could disrupt some car production [10] (30 Dec 2025)
  • Samsung Securities analyst: memory shortages could begin to affect vehicle output from H2 2026, not on the pandemic's scale; chip stocks of six months to a year [9] (11 Feb 2026)

How it spreads

Channels 3 on the card

  1. CanadaFewer Mexican-built vehicles for Canadian dealers [1]; in 2025 the same shortage cut Canadian and US output a day before Mexico's [2]; no sourced Canadian loss figure.
  2. North American car supplyThe US took 76.4% and Canada 12.4% of Mexico's light-vehicle exports in Jan-Sep 2026 [1]; a halt cuts dealer stock in both.
  3. Electronics exportsChihuahua and Jalisco take most of the chips and assemble computers and servers for the US (Strature's view from [6][7]).

Three scenarios and their signposts

  1. S1

    Tight but running

Memory prices rise, buffers hold and no plant stops for two weeks.

  2. S2

    A repeat

A new export bar in the chip ownership dispute, or a memory allocation cut, stops at least one Mexican line for weeks.

  3. S3

    A wide shock

A Taiwan quarantine or a fab outage cuts chips across the sector for months.

The signposts of each scenario

S1INEGI monthly output stays within its 2026 range with no chip stops reported

The other side

Each shortage pushes carmakers to qualify second sources and hold more stock (Strature's view). Malaysia already supplies more of Mexico's chips than Taiwan does [6], and chip packaging or testing in Mexico, close to its plants, would gain from that push (Strature's view).
