Hong Kong's airport has to ration jet fuel

The test Hong Kong International Airport's fuel operators or the Hong Kong government limit the jet fuel that airlines may load at the airport (a published uplift cap, allocation or rationing notice) on at least one day between 28 Oct 2026 and 31 Oct 2027.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Reuters reported that China would resume October fuel exports after a brief halt [2]
  2. China curbed fuel exports from March 2026, relaxed in July, and began October with approvals only for Hong Kong and Macau; September jet fuel loadings included bonded volumes to both; diesel and gasoil stocks still below pre-war (Reuters) [1]

Why it matters

Hong Kong took 96.4% of its jet fuel imports from mainland China in 2025, and jet fuel is its largest oil product: 7.87 GL sold to aircraft that year. Since March 2026 Beijing has curbed fuel exports to protect home stocks after the Iran war, and when refiners got no export approvals for October, Hong Kong and Macau were the exception. A limit on the fuel airlines may load at Hong Kong's airport would need that exemption to fail or a regional supply shock to deepen.

Why Likelihood 3 Pushes: Beijing vets fuel exports month by month [1]; Mainland stocks below pre-war levels [1]; Near-total dependence on mainland jet fuel [3]; Stocks at 10 days of offtake at end-2025 [3].

Why Impact 3 About 21.6 ML of fuel a day, about HK$93m.

The other facts on file (6)
  • Mainland China 96.4% of Hong Kong's jet fuel imports in 2025; 100% of motor gasoline, 84.1% of LPG (C&SD) [3] (2025)
  • Net jet fuel imports 7.67 GL in 2025 (+6.4%); 7.87 GL sold as aircraft stores; local use 11,310 kl [3] (2025)
  • Asian airlines trimmed schedules and tankered fuel; Hormuz closure cut seaborne jet fuel supply; China and Thailand halted jet fuel exports [6] (11 Apr 2026)
  • Cathay Pacific cut about 2% and HK Express about 6% of flights mid-May to end-June 2026; mainland jet fuel 5,600 to about 9,800 yuan a tonne March to April [5] (20 Apr 2026)
  • Aviation fuel stock 227,132 kl at end-2025, 10 days of offtake, in 484,000 kl of tanks (16 days at end-2024) [3] (31 Dec 2025)
  • 2025 import unit value of aviation fuel HK$4.30 a litre; a day of sales about 21.6 ML, about HK$93m (Strature calculation) [3] (2025)

Three scenarios and their signposts

  1. S1

    Exemption holds

Beijing keeps exempting Hong Kong and supply stays normal.

  2. S2

    Tight but served

Prices stay high and airlines trim schedules, but no uplift limit is set.

  3. S3

    Rationing

A new Gulf shock or a mainland stock crisis removes the carve-out and the airport caps uplift for some days.

The signposts of each scenario
PathSignpost
S1Monthly export approvals that keep the Hong Kong and Macau carve-out
S2Hong Kong carriers announcing new flight cuts on fuel costs
S3A notice to airlines on fuel uplift at Hong Kong

No probability is given for the three paths.

The other side

Mainland refiners kept Hong Kong supplied through the October halt [1], and Chinese commentators saw stable mainland supply as a chance for Greater Bay Area airports to win traffic [5]. A Hong Kong government plan's 1-3% sustainable aviation fuel target for departing flights by 2030 (S&P Global, 16 Sep 2026) adds a small second source over time [7].
