What changed

Dated, newest first

  1. About 330 mb released; around 100 mb to complete; over 20 million barrels of diesel called for; the Board reaffirmed the March action and announced no new collective action [7]
  2. Observed world inventories 509 mb below pre-war by end-September; supply down 5.8 mb/d to 100.7 mb/d in 2026; total Hormuz flows up 3.7 mb/d to 10.9 mb/d; Middle East product and LPG shipments below half of pre-war [9]
  3. About 325 mb released by 7 Oct; public stocks about 1.1 billion barrels incl. over 200 million of diesel [5]
  4. Stocks drew at record rates of 2.8 mb/d over six months; Hormuz flows 7.6 mb/d in August [10]

Why it matters

The IEA's sixth and largest collective action, agreed on 11 March 2026, is still being delivered: about 330 million barrels were out by 15 October, with around 100 million to go. World stocks were 509 mb below pre-war levels at the end of September, and the IEA says it stands ready to release more. A second shock to Gulf supply would meet thinner buffers and could force a new collective action.

Why Likelihood 5 Pushes: stocks 509 mb below pre-war, record draws, gasoil tight into 2027, the 11 Oct diesel call. Brakes: about 100 mb of the March action still to deliver; the 15 Oct Board reaffirmed it and set no new one; Hormuz flows up to 10.9 mb/d; national top-ups can meet a diesel squeeze.

Why Impact 6 Key price: Brent.

The other facts on file (3)
  • 32 IEA members agreed to make 400 million barrels available on 11 Mar 2026; emergency stockpiles over 1.2 billion barrels then [1] (11 Mar 2026)
  • Europe's committed volumes 68% oil products [2] (15 Mar 2026)
  • 426 mb pledged (301 mb crude, 125 mb products); US 172.2 mb, Japan 79.8 mb; Canada 23.6 mb as a production increase, not stock [3] (19 Mar 2026)

Channels 4 on the card

  1. CanadaCanada pledged 23.6 mb of extra production in March [3]; fuel oil and other fuels up 57.8% on a year [12].
  2. Oil pricesA new action would signal a second supply shock; Brent futures near US$107 and Dated Brent near US$134 on 14 Oct [9].
  3. BuffersPublic stocks fall below the 1.1 billion barrels now held [5]; refilling to the 90-day rule [4] keeps demand high for years (Strature's view).
  4. DieselEurope's pledges were 68% products [2] and gasoil stays tight into 2027 [9]; product stocks are where shortages bite first (Strature's view).

Three scenarios and their signposts

  1. S1

    Finish and refill

The March action ends, Hormuz flows recover and members start to rebuild stocks.

  2. S2

    Top-up for diesel

Members add national diesel releases under the March framework, without a new collective action.

  3. S3

    Second action

A renewed Hormuz closure or attacks on Saudi export routes force a new coordinated release.

The signposts of each scenario
PathSignpost
S1The IEA reports the March action complete
S2Members set out supplemental releases
S3An extraordinary meeting of IEA members, like that of 10 Mar

No probability is given for the three paths.

The other side

Governments that released stocks at high prices may refill them at lower prices later (Strature's view). Producers outside the Gulf, Canada among them, supply the refill.
