A big fuel exporter bans or halts diesel exports to protect its home market
The test Between 26 Oct 2026 and 25 Oct 2027, the government of a G20 country other than Russia bans, suspends or caps by quantity its diesel or gasoil exports, for 14 days or more, to protect home supply (routine quota batches and holiday pauses do not count; Russia's existing ban and its renewals do not count).

Likelihood ↑ 22 Sep 2026: the US president said he had called for limiting diesel exports and asked for a decision fast.
Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- US retail diesel US$6.352 a gallon on 26 Oct 2026, US$6.276 on 19 Oct and US$6.179 on 12 Oct [2]
- Canada CPI: fuel oil and other fuels up 57.8% and gasoline up 27.8% on a year in September 2026 [12]
- IEA Board called for over 20 million barrels of diesel as soon as possible [10]
- Diesel hit all-time highs of around US$220/bbl in Europe and the US; Dated Brent near US$134 [1]
- Global refinery runs 81.3 mb/d in October; 2026 runs down 2.3 mb/d to 81.7 mb/d; gasoil exports 4.7 mb/d in 9M 2026, about 10% below a year earlier; OECD gasoil stocks 565 mb in July [1]
- China's third 2026 quota batch roughly 50% lower year on year [6]
Show 3 earlier changes
- The EU is estimated to hold about 39 million tons of diesel, more than two months of its consumption [8]
- Russia's producer diesel export ban extended to 31 Oct 2026; non-producer ban to 31 Jan 2027 [3]
- US president called for limiting diesel exports on 22 Sep 2026; H.R. 10422 and H.R. 10423 filed 17 Sep; US diesel exports a record 1.6 mb/d in August [7]
Why it matters
Wholesale diesel reached all-time highs of about US$220 a barrel and the IEA expects gasoil to stay tight into 2027. Russia already bans most diesel exports, China halted exports for a time in March 2026, and in September the US president asked for a decision on limiting US diesel exports. A new ban by a large exporter would move the shortage onto importers in Europe, Latin America and Asia.
Why Likelihood 5 Pushes: record diesel near US$220/bbl, gasoil tight into 2027, low refinery runs, a smaller Chinese quota batch. Brakes: cabinet and refiner opposition to a US ban, China resumed licences, European cracks fell to about US$60/bbl, IEA diesel releases.
Why Impact 5 Key price: wholesale diesel. Threshold case one exporter's 14-day halt.
The other facts on file (1)
- Reported Chinese instruction to suspend diesel and gasoline exports, 5 Mar 2026; one-off quota of 0.5 Mt on 29 Apr [5] (29 Apr 2026)

Not under wayChannels 4 on the card
- CanadaFuel oil and other fuels already up 57.8% on a year [12]; a curb abroad would push them higher.
- ImportersA US curb would remove part of a record 1.6 mb/d of exports [7], most to Latin America and Europe.
- Refiners and gasolineA full US ban could force run cuts of about 1.9 mb/d and lift gasoline prices, S&P Global estimated [7].
- Farms, trucks and minesDiesel costs feed harvests, haulage and mining.

Three scenarios and their signposts
- S1
Easing
IEA diesel releases and recovering Gulf product supply calm prices; no new curb.
- S2
A Chinese or Indian halt
Beijing pauses export licences again, or New Delhi caps exports, in a winter squeeze.
- S3
A US curb
A partial US ban arrives in the winter heating season.
| Path | Signpost |
|---|---|
| S1 | EIA weekly diesel below US$5.50 |
| S2 | No new Chinese quota batch by January 2027 |
| S3 | A Commerce or Energy Department order, or H.R. 10423 moving out of committee |
No probability is given for the three paths.

The other side
Refiners with spare capacity, and countries that keep exporting, earn record margins; Canadian refiners sell into a high-price market. Importers with large stocks, such as the EU's estimated 39 million tons of diesel [8], gain bargaining room.
