Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- Diesel terminal gate prices 256.3 to 273.3 cents a litre [11]
- Impact 5 to 4.
- Gasoil supply short of demand in 4Q26; Hormuz flows 10.9 mb/d in September; restocking unlikely before 2H27 [10]
- Automotive fuel up 14.8% in the August CPI [12]
- US president backed a diesel export ban; Bessent examining full or partial ban; none announced; Kavonic warns of stages 3 and 4 within weeks under a severe ban [8]
Why it matters
Australia imports about 80% of its fuel and held about 30 days of diesel in late March 2026. Canberra had not activated its Liquid Fuel Emergency Act as at 28 Mar 2026, and no later use was found; it bought extra cargoes and is building a government reserve instead. Rationing would take a second supply shock, such as a US diesel export ban, which the US president backed in September.
Why Likelihood 3 Pushes: a fourth-quarter gasoil shortfall; the US president backed a diesel export ban. Brakes: the federal Act not activated as at 28 Mar 2026 and no later use found; extra cargoes and a government reserve; no rationing in 36 months. A driver exists but strong blockers hold.
Why Impact 4 Threshold case: one state order allocating diesel for about three months.
The other facts on file (8)
- Government modelling assumed mandatory rationing only at 10 days of stockholding-obligation stocks; Australia at stage two of four; PM said rationing not under consideration [1] (31 Mar 2026)
- Diesel about 30 days or 2.7 bn litres; Liquid Fuel Emergency Act not activated; essential users limited to emergency services, public transport and taxis [2] (28 Mar 2026)
- WA fuel emergency order declared 1 Apr 2026 to 30 Sep 2026; no end-use limits published [3] (2 Apr 2026)
- Bowen told Parliament Australia had 34 days of diesel, counting ships in the EEZ [4] (4 Mar 2026)
- A$10bn to lift onshore stocks to at least 50 days; 1 bn litre government reserve, A$3.2bn; stockholding obligation up 10 days, A$34.7m; about 80% of fuel imported [5] (6 May 2026)
- About 740 million litres of extra diesel secured under the A$7.5bn Fuel and Fertiliser Security Facility [6] (16 Jun 2026)
- Extra diesel cargoes for four states (15 May) and 40 million litres for Queensland (30 May) [7] (30 May 2026)
- Singapore supplies about 20% of Australia's refined oil and takes about two-thirds of its crude from the Middle East [9] (2 Apr 2026)

- CanadaNo Canadian loss sourced.
- Mining, farming and freightAllocation would hit diesel-dependent sectors first after private motorists (Strature's view).
- PricesDiesel terminal gate prices 256.3 to 273.3 c/L on 26 Oct [11]; more than A$4 a litre warned under a US ban [8].
- ContractsContractors are not priority users under the 2019 determination [2]; allocation would raise costs on projects (Strature's view; not legal advice).

Three scenarios and their signposts
- S1
Buffers hold
Stocks rise towards 50 days and supply stays at stage two.
- S2
Squeeze
A US export ban or a new Gulf attack moves Australia to stage 3 demand measures; voluntary limits, no order.
- S3
Allocation
Stocks fall towards the 10-day trigger and a state or the Commonwealth issues an order.
| Path | Signpost |
|---|---|
| S1 | The stockholding obligation rise takes effect |
| S2 | A US diesel export ban announcement |
| S3 | A stage 4 statement |
No probability is given for the three paths.
