The EU puts off its carbon border bill, or a big partner hits back
The test Between 26 Oct 2026 and 25 Oct 2027, either the EU formally proposes or adopts a postponement of CBAM certificate sales beyond February 2027 (or a waiver of the obligation for 2026 imports), or a G20 member other than the EU imposes a trade measure it officially presents as a response to CBAM.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- Impact 5 to 4.
- CBAM definitive regime applies from 1 Jan 2026 to cement, iron and steel, aluminium, fertilisers, electricity and hydrogen [1]
- First declaration and surrender deadline 30 Sep 2027 for 2026 imports; 50-tonne exemption; free allocation down 2.5% a year in 2026 and 2027; default values up 10%, 20% and 30% (fertilisers 1% a year) [3]
- No Chinese or Indian retaliation in 2026; iron and steel 98% of declared volumes in the first reporting window (1-6 Jan 2026) [5]
- DS639: consultations 12 May 2025, panel requested 10 Jul 2026, established 25 Sep 2026; 27 third parties incl. Canada, China, India, US [4]
- Canada's 2025 CBAM-scope exports to the EU C$3,453.8m (8.0% of exports to the EU): aluminium C$1,842.5m, iron and steel C$1,607.4m [8]
- All CBAM certificates bought on the common central platform from February 2027; 2026 quarterly prices EUR 75.36 (Q1, 7 Apr), 75.28 (Q2, 6 Jul), 82.32 (Q3, 5 Oct); weekly prices from 2027 [2]
Why it matters
The EU's carbon border charge has applied in full since 1 Jan 2026, and importers must start buying certificates in February 2027 to pay for 2026 imports. The EU has postponed the payment step once before, Russia's WTO case now has a panel, and the EU committed to Washington to work to provide additional flexibilities. A second delay, or a trade measure by a big partner in answer to CBAM, would change what Canadian, Indian, Chinese and Turkish metal costs at the EU border.
Why Likelihood 4 Pushes: US-EU flexibilities commitment, the WTO panel, the 2025 precedent. Brakes: prices published on time, a December 2025 proposal to widen CBAM, no partner retaliation in 2026.
Why Impact 4 Key price: the CBAM certificate price.
The other facts on file (3)
- 16 Dec 2025 Commission proposals: downstream extension to about 180 products from 1 Jan 2028, anti-circumvention, Temporary Decarbonisation Fund with 25% of CBAM revenues in 2028-2029 [3] (16 Dec 2025)
- Simplification package proposed in Feb 2025 to move certificate purchases from 2026 to February 2027; now law [7] (27 Feb 2025)
- EU commits to work to provide additional flexibilities in CBAM implementation (US-EU Joint Statement) [6] (21 Aug 2025)
Where it sits
How it spreads
Between 26 Oct 2026 and 25 Oct 2027, either the EU formally proposes or adopts a postponement of CBAM certificate sales beyond February 2027 (or a waiver of the obligation for 2026 imports), or a G20 member other than the EU imposes a trade measure it officially presents as a response to CBAM.
Not under wayChannels 4 on the card
- CanadaC$3,453.8m of Canadian exports to the EU in 2025 were in CBAM scope [8]; a delay defers the cost; retaliation by others does not hit Canada directly.
- The EUA delay would weaken the case for the 2028 downstream extension and the revenue-funded decarbonisation fund [3].
- TradeA partner's counter-measure would hit EU exports and could spread to other files.
- Metal pricesCertificate costs follow the EU carbon price; a delay or waiver lowers import costs for that period.

Sales open in February 2027 and the first surrender lands on 30 Sep 2027.
- S2
Another pause
Under competitiveness pressure, the EU proposes to defer payment or soften the 2026 bill.
- S3
Counter-measures
A G20 partner answers the first bills with duties on EU goods.

The other side
Producers that already pay a carbon price at home stand to gain from the deduction for third-country carbon prices; the implementing act on it was not listed as adopted on 26 Oct 2026 [3][11]. Strature's view: Canadian hydro-based aluminium and Canadian steel under a domestic carbon price could face a smaller CBAM bill than high-emission rivals, widening Canada's edge in EU metal markets.

- A partner takes the EU's new steel quotas to the WTO, or hits back Shares a channel: The same steel imports face both CBAM and the new quotas; a Ukrainian source named the double burden [10].
- The WTO adopts no reform of dispute settlement or decision-making by 25 Oct 2027 Shares a channel: Russia's DS639 panel runs through the WTO dispute system [4].
- The EU moves to delay its carbon price on fuel and heating a second time Shares a channel: Both are EU carbon-pricing schedules that were put back once (CBAM sales [2][7]); CBAM prices follow the main carbon market's auctions [2], not ETS2.
