What changed

Dated, newest first

  1. On 10 Sep 2026 MOFCOM extended the pecan investigation to 25 Mar 2027, citing the case's complexity. [11]

Why it matters

Since 1 January 2026 Mexico has charged 5% to 50% on 1,463 tariff lines from countries without a trade deal, China first; about US$30.25bn of Chinese exports are affected. On 25 March 2026 MOFCOM found these to be trade and investment barriers and said it is authorised to take appropriate measures. Seven months on, no measure citing the finding has been found; the one Chinese case against Mexican goods on file is an anti-dumping case on pecans opened in September 2025 and extended to 25 March 2027.

Why Likelihood 4 Pushes: the Canada canola precedent, the pecan case, the CUSMA review. Brakes: seven months without a measure, Ebrard's calm reply, China's large surplus with Mexico.

Why Impact 4 Threshold case: a duty on one or two Mexican goods, a share of about US$11bn of exports to China (estimate).

The other facts on file (7)
  • Mexico's tariff rise on 1,463 lines at 5-50% took effect on 1 Jan 2026; about US$30.25bn of Chinese exports affected. [3] (30 Apr 2026)
  • MOFCOM opened the barrier investigation on 25 Sep 2025 and concluded on 25 Mar 2026 that Mexico's measures are trade and investment barriers; it is authorised to take appropriate measures. [1] (25 Mar 2026)
  • MOFCOM said the approved tariffs would still cause material injury and urged Mexico to rectify them. [2] (Dec 2025)
  • Ebrard: 'No estamos en pleito'; China has not retaliated; imports from China above US$130bn, exports about US$11bn. [6] (26 Mar 2026)
  • Provisional anti-dumping deposits of 17.8-51.6% on Mexican pecans from 11 Aug 2026. [4] (12 Aug 2026)
  • China put 100% tariffs on Canadian canola oil and meal from 20 Mar 2025 after an anti-discrimination investigation opened in Sep 2024. [7] (28 Feb 2026)
  • Under the January 2026 Canada-China arrangement, Global Affairs Canada said it expects canola meal, peas, lobsters and crabs to be exempt from the anti-discrimination tariffs from 1 Mar to 31 Dec 2026. [12] (16 Jan 2026)

The other side

Mexico's wall has not drawn a broad reply, which keeps Chinese inputs flowing to Mexican plants. If China does retaliate, suppliers of the same goods, US and Canadian farm exporters among them, could gain in China (Strature reading).
