What changed
Dated, newest first
- At the Moscow Format, Pakistan's envoy Sadiq called strikes legitimate defensive actions and said measures would continue; Russia offered help [2]
- Strikes in Kunar and Helmand killed 10 civilians (UNAMA); Pakistan said 22 militants killed [3]

Why it matters
Pakistan struck targets inside Afghanistan, Kabul among them, during the fighting that began in February 2026. China-hosted talks ended in April with a pledge not to escalate, not a ceasefire. Pakistan has struck Afghan border provinces again since late September and says it will keep acting against militant bases.
Why Likelihood 4 Pushes: rising near misses (Khost 24 Sep, Kunar and Helmand 1 Oct 2026); Pakistan's 5 Oct statement that strikes will continue. Brakes: the Urumqi pledge and China's mediation; Russia's offer to help.
Why Impact 4 Threshold case one strike in Kabul.
