Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

Why it matters

Zimbabwe exported 1.128 Mt of spodumene concentrate in 2025. It halted all raw-mineral exports in February 2026, then allowed six mines to ship under quotas and a 10% tax until a full concentrate ban due in January 2027. The Mines Minister has also said exports could fully reopen only after that date, once processing goals are met.

Why Likelihood 5 C no: the February 2026 halt was eased within about six weeks. Pushes: a set date; exports were halted once already. Brakes: the quick easing in 2026; the minister spoke of fully reopening after 1 Jan 2027; quotas show a route out.

Why Impact 4 Threshold: 90 days without concentrate exports.

The other facts on file (4)
  • All raw-mineral and lithium concentrate exports suspended until further notice, including cargo in transit; concentrate ban had been set for January 2027 [1] (25 Feb 2026)
  • Spodumene concentrate exports 1.128 Mt in 2025, up 11% [1] (25 Feb 2026)
  • Ministry letter of 2 Apr 2026: quotas; written commitments to build lithium sulphate plants before 1 Jan 2027; 10% export tax until the full ban [2] (8 Apr 2026)
  • Six mines given quotas under 11 conditions; minister: exports can only fully open after 1 Jan 2027 [3] (14 Apr 2026)

  1. CanadaNo Canadian loss sourced.
  2. Battery supplyA halt removes Zimbabwe's concentrate from the market for its length; buyers turn to other supply at a cost (Strature's view).
  3. InvestmentMiners without plants would face a stop; those with plants would ship sulphate instead [1][2].
  4. RevenueThe 10% export tax would end with exports [2].

Three scenarios and their signposts

  1. S1

    Quotas roll on

Mines that committed to plants keep shipping.

  2. S2

    Short stop

Concentrate stops in January, then quotas return within weeks, as in 2026.

  3. S3

    Full ban

No concentrate leaves for 90 days or more.

The signposts of each scenario
PathSignpost
S1A ministry notice on 2027 quotas in December 2026
S2Quotas reissued by March 2027
S3No quota notice by the end of March 2027

No probability is given for the three paths.

The other side

If the ban works as meant, Zimbabwe would export more processed lithium sulphate and keep more value at home [1][2].
