Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Likelihood 3 to 4; Impact 8 to 7.
  2. Congress has acted 78 times since 1960 on the limit; suspension period ended 4 Jul 2025. [5]
  3. 10-year Treasury 5.00%, 30-year 5.33% on 23 Oct 2026. [6]
  4. Statutory debt limit US$41,103,996m; debt subject to limit about US$39.709tn on 10 Aug and US$40.244tn on 22 Oct 2026 (Strature calculation). [2]
  5. Debt held by the public US$32.60tn on 22 Oct 2026. [10]

Why it matters

The US debt limit is US$41.104tn, and the headroom under it fell from about US$1.39tn on 10 Aug to about US$0.86tn on 22 Oct 2026. One projection has the limit reached around May 2027 and Treasury's cash running out around Feb 2028, after this card's window. A standoff with that date within three months happened as recently as 2025, and it would reprice the world's main safe asset.

Why Likelihood 4 The central X-date, about Feb 2028, is after the window.

Why Impact 5 Threshold case, a warning and standoff with no missed payment. Europe and North America (TIC). Holders swap bills near the X-date for others.

The other facts on file (4)
  • Limit reached Feb-Jul 2027 (central May); X-date about Feb 2028; measures and cash over US$1tn. [1] (20 Aug 2026)
  • Limit reinstated 2 Jan 2025 at US$36.1tn; extraordinary measures from 21 Jan 2025; CBO X-date Aug or Sep 2025. [3] (12 May 2025)
  • Bessent, 9 May 2025: the US could run out of money to pay its bills as early as August; raise or suspend the limit by mid-July. [4] (9 May 2025)
  • Foreign holdings of Treasuries US$9,331.7bn in Aug 2026: Japan 1,068.3, UK 1,009.5, China 590.7, Belgium 490.5, Canada 464.6 (US$bn). [9] (Aug 2026)

Three scenarios and their signposts

  1. S1

    Folded into a deal

Congress raises or suspends the limit in a budget deal before it is reached.

  2. S2

    Measures, then a late fix

The limit is reached in Feb-May 2027; Congress acts before any warning letter.

  3. S3

    A 2025-style standoff

Early contact pulls the X-date into 2027; the Secretary warns of a date within three months.

The signposts of each scenario
PathSignpost
S1Limit language in a year-end funding bill or a 2027 budget resolution
S2Treasury notice of a debt issuance suspension period
S3A Treasury letter naming a month for the X-date before Aug 2027

No probability is given for the three paths.

The other side

A clean raise, or a suspension tied to a budget deal, would remove a known tail risk well before the X-date; the 2025 episode ended inside the budget law that set today's limit [5].
