What changed
Dated, newest first
- Draft 2027 budget: borrowing TND 26.722bn (19.845bn domestic, 6.877bn external); central bank facilities TND 9.8bn vs 11.45bn expected for 2026, 11bn in the 2026 law, 6.85bn in 2025; market and private placements TND 2.589bn incl. EUR 450m and US$350m issues; Afreximbank TND 1.5bn [1]
- Fitch affirmed B-, stable; 2026 deficit 6.4% of GDP; debt about 85%; 0.8-point rise in fuel subsidy costs; EUR 700m eurobond repaid in July 2026 [2]
- Fitch B-, stable; the only outstanding eurobond fully repaid in July 2026, largely thanks to interest-free central bank loans [3]
Why it matters
Tunisia's draft 2027 budget plans TND 9.8bn of central bank facilities, down from TND 11.45bn expected for 2026, which itself overran the TND 11bn in the 2026 law. Fitch kept the country at B- in September, with the 2026 deficit at 6.4% of GDP, wider on fuel subsidy costs. A second overrun is the question.
Why Likelihood 4 Pushes: fuel subsidy costs; untested foreign placements; the July eurobond repaid with central bank loans. Brakes: a lower planned draw; Afreximbank support. Two drivers with brakes holding. The figure may only appear after the window.
