Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
Why it matters
Sudan's war has spilled into eastern Chad: clashes killed five Chadian soldiers in February 2026, and a drone from Sudan killed 17 people in Tine in March. President Mahamat Idriss Deby then ordered the army to retaliate against any attack from Sudan, and the government said Chad could act on Sudanese territory. No Chadian strike inside Sudan has been reported since.
Why Likelihood 4 A yes: the president's order and the government's stated readiness to act on Sudanese territory. Pushes: the order, continued drone strikes. Brake: no Chadian strike reported after the March order despite new triggers.
Why Impact 4 Threshold case: one strike or operation.
The other facts on file (2)
- Chad closed its eastern border in February 2026 after clashes killed five Chadian soldiers; a drone launched from Sudan killed 17 in Tine on 18 Mar 2026 (government toll; the RSF denied involvement and blamed the army); Deby ordered the army to retaliate to any attack from Sudan; the government said Chad could potentially carry out operations on Sudanese territory [1] (19 Mar 2026)
- RSF drones targeted five army-held cities in Sudan [4] (12 Aug 2026)
