Why it matters
Saudi Arabia pumped about 8 mb/d in September, against an OPEC+ required level of 10.5 mb/d. Brent averaged US$114.16 that month. The IEA expects world supply to rise 7.7 mb/d in 2027 against a partial demand recovery of 2 mb/d; if Gulf output comes back fast while the UAE, now outside OPEC, also pumps, prices could fall back below US$70, where they sat for much of 2025. In January 2026 Saudi output was above 10 mb/d while Brent averaged under US$70. This is a risk scenario, not a price forecast or a view on any oil contract or security.
Why Likelihood 3 Pushes: 2027 supply up 7.7 mb/d against a partial 2 mb/d demand recovery, required levels far above output, the UAE outside quotas, EIA 4Q27 Brent US$74. Brakes: stocks 509 mb below end-February, attacks on the bypass, no EIA 2027 quarter below US$70, OPEC+ can hold or cut.
Why Impact 6 Threshold case one month with Brent below US$70, from US$115.22 on 20 Oct.

Three scenarios and their signposts
- S1
Slow return
Gulf output recovers through 2027 and prices fall gradually, staying above US$70.
- S2
The race
Saudi output nears 10.5 mb/d while the UAE pumps freely; OPEC+ does not cut and Brent falls below US$70.
- S3
War again
A renewed strike on Iran or on the Saudi bypass keeps output shut in and prices high.

The other side
Lower prices would cut fuel bills for importers and households, Canada's included, and ease inflation. Refiners and airlines gain; for Canada, the gain at the pump offsets part of the provincial revenue loss.
