What changed
Dated, newest first
- PS abstains on the 2027 budget on four conditions, one being funding for unfinished PRR projects; final vote 24 Nov 2026 [8]
- All 27 member states filed final requests by 30 Sep 2026; 21 in September worth EUR 105.4bn and 1,539 milestones; EUR 450bn paid so far [3]
- Tenth request submitted 29 Sep 2026: EUR 4.672bn net, 96 milestones and targets, 92 investments and four reforms; plan EUR 21.905bn; minister claims 100% of 379 milestones; Social Benefits Code removed from the requirements (the single social benefit reform was worth about EUR 600m); at least 1,295 PRR workers [1]
Why it matters
Portugal sent its tenth and last RRF payment request on 29 Sep 2026: EUR 4.672bn net, tied to 96 milestones. The government says all 379 milestones of its EUR 21.9bn plan are met. After 31 Aug 2026 an unmet milestone leads to a proportionate reduction, not a suspension; all payments must be made by 31 Dec 2026, and in an indicative timetable the Commission plans preliminary assessments by 20 Nov and decisions by 18 Dec 2026.
Why Likelihood 4 Pushes: the largest request, 96 milestones; late health, school and student-housing works admitted in July; the reduction procedure replaces suspension after 31 Aug 2026; a past hold of about EUR 714m. Brakes: the government's claim of full completion; risky items removed in May; overbooking above targets.
Why Impact 4 Threshold case: a EUR 100m reduction. Half up to 4.
The other facts on file (5)
- Milestones due by 31 Aug 2026, requests by 30 Sep; after 31 Aug an unmet milestone triggers the Article 24(8) reduction procedure; indicative timetable: preliminary assessments to the EFC by 20 Nov, EFC opinion by 8 Dec, decisions by 18 Dec; payments by 31 Dec 2026 [2] (30 Apr 2026)
- Positive preliminary assessment of the ninth payment, EUR 2.321bn, 2 Jul 2026, for 51 milestones; 13 milestones moved to the tenth request (and 10 the other way), eight removed (two dropped, six merged); Porto metro Ruby line lost EUR 73m [4] (2 Jul 2026)
- Government admitted some health centres, schools and care units would not be finished on time; about 60% of student housing unfinished (Publico); 96 of 379 milestones open; July decree lets projects move to Portugal 2030 [5] (28 Jul 2026)
- About EUR 714m withheld from the third payment in Dec 2023 for two milestones and one target; released 24 Jun 2024 [6] (24 Jun 2024)
- Fernando Alfaiate, head of Recuperar Portugal, said on 11 Feb 2026 that EUR 4.6bn of PRR payments to final beneficiaries would still be made in 2027 [7] (11 Feb 2026)
