Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Constitution: no dissolution in the six months after an Assembly election, in the President's last six months or during a state of siege or emergency; government resigns on a rejected confidence motion or adopted censure [10]
  2. 2027 budget tabled 8 Oct 2026: 2% growth, surplus 0.1-0.2% of GDP, minimum wage EUR 970; PS abstains in the general vote on four conditions; PCP and BE against; Chega to vote against unless the retirement age is cut; general vote 28 Oct, final vote 24 Nov [4]
  3. Chega censure motion of 8 Sep 2026: 60 for, 104 against (PSD, CDS-PP, IL, Livre, PAN), 62 abstentions (PS, PCP, BE, JPP); rejected [1]
  4. Chega's motion targeted the keeping of Interior Minister Luis Neves; IL to vote against; Montenegro called it political play [3]
  5. Third censure against Montenegro governments; absolute majority needed; first Montenegro government fell on a rejected confidence motion on 11 Mar 2025, after questions about the Prime Minister's assets and the company Spinumviva; only one censure ever passed (1987) [2]

Why it matters

Luis Montenegro's PSD/CDS government holds 91 of 230 seats and lives on PS abstention. The PS will abstain in the general vote on the 2027 budget (28 Oct; final vote 24 Nov 2026). Chega's censure of 8 Sep 2026 failed with only its 60 votes. The first Montenegro government fell on 11 Mar 2025, so a second fall is possible, but no party able to cause it has said it will.

Why Likelihood 3 Pushes: Chega's repeat censures; PS doubts on two budget conditions; IL leaning against. Brakes: PS abstention announced for the general vote; the 116-vote bar; Chega's vote against conditional and unconfirmed.

Why Impact 4 Threshold case: the government falls and an election follows within months.

The other facts on file (5)
  • Chega calls the PS the government's crutch; PCP calls the guarantees a handful of nothing [5]
  • PS (Mendonca Mendes): doubts on two conditions (PRR projects, storm repairs) but no wish to add a political crisis; Ventura undecided; IL vote against very probable [6]
  • Official result: AD won 91 of 230 seats on 18 May 2025 (88 plus 3 on its Azores list); PS 58; Chega 60 [7] (18 May 2025)
  • Carneiro declined in Nov 2025 to commit in advance to the 2027 budget [8] (28 Nov 2025)
  • Official result: Antonio Jose Seguro won the 8 Feb 2026 presidential run-off with 66.84% of valid votes [9] (8 Feb 2026)

The other side

A budget passed with PS abstention would give Portugal a third year of stable public finances, with a surplus planned for 2027 [4]. The PS-PSD talks on a constitutional revision show a working centre [4].
