What changed

Dated, newest first

  1. Strait of Hormuz closed on 6 Oct 2026; Iran will not reopen it until the June deal's terms are met [4]
  2. Power circular debt Rs1.675tn breached the end-June 2026 IMF target [13]
  3. CPI 10.3% in September 2026; urban motor fuel +37.73% y/y [10]
  4. QatarEnergy force majeure to Pakistani buyers extended into November [9]
  5. OCAC emergency letter: petrol about 18 days, diesel 27 days; OMCs owed Rs66.7bn, about five petrol cargoes; government committed to pay within 15 days, six months ago (Zaidi) [1]

Why it matters

Pakistan holds only about two weeks of petroleum reserves and buys most of its imported fuel from the Gulf, through a Strait of Hormuz that was still closed on 6 Oct 2026. On 18 Sep the oil companies' council warned that petrol stocks were down to about 18 days and diesel to 27, and that unpaid government dues of Rs66.7bn left importers short of cash. The risk is that stocks fall below 10 days.

Why Likelihood 4 Pushes: unpaid importers' dues; a closed strait and heavy Gulf dependence; record premiums on product imports; diesel back-up for power when LNG is short. Brakes: cover well above the threshold on 18 Sep; the government's commitment to pay. One near miss in 36 months (March 2026), not rising.

Why Impact 4 Key price: the import premium on petroleum products. Threshold case: diesel cover below 10 days with pumps still supplied.

Three scenarios and their signposts

  1. S1

    Dues paid, cover holds

The government clears the Rs66.7bn and stocks stay above two weeks.

  2. S2

    Tight winter

LNG stays short, fuel oil demand rises and petrol cover slips towards 10 days.

  3. S3

    Dry pumps

A missed cargo meets low cover and outlets run dry in big cities.

The signposts of each scenario

S1An OGRA order releasing the claims
S2An OCAC letter citing fewer than 14 days
S3OGRA or the Petroleum Division reporting stocks below 10 days

The other side

Clearing importers' dues and building a strategic reserve, which PIDE puts at 30-60 days [2], would cut the exposure for years. Local refiners supply the larger share of products (PACRA, low confidence) [6].
