Why it matters

On 5 Oct 2026 Pakistan, Saudi Arabia and Turkey agreed to deploy forces rapidly to Saudi Arabia under the Makkah defence pact, after Houthi attacks on Saudi cities. Pakistan's defence minister said that day that Pakistani forces have a presence in theatre but play a supporting role, including reconnaissance, and that only Saudi troops fight. The risk is that Pakistan crosses from support into combat against the Houthis.

Why Likelihood 4 Pushes: the pact's attack-on-one clause; Houthi attacks on Saudi cities and the attempt on Makkah and Madinah; the coalition offensive; Pakistan already in theatre; Saudi financial support.

Why Impact 4 Threshold case: one stated Pakistani strike or ground clash in Yemen.

  • Saudi US$5bn deposit at SBP extended to three years [9] (30 Jul 2026)

The other side

A visible joint deterrent could shorten the Houthi campaign against Saudi cities and protect Pakistan's workers and Saudi financing. Pakistan's defence industry gains from closer ties with its partners, such as the Badr project.
