Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

Why it matters

In late October 2025 Lithuania closed its last two road crossings with Belarus for nearly a month after smuggling balloons from Belarus shut its airports four times in a week. Minsk answered by holding Lithuanian trucks inside Belarus. Prime Minister Inga Ruginiene said in November 2025 that Lithuania reserves the right to close the border again, and balloons kept closing Vilnius Airport into 2026.

Why Likelihood 4 Pushes: balloons resumed on reopening day and continued into 2026; standing threat on record. Brakes: trucks held in Belarus; fewer airport closures and other tools in use; no 2026 closure found.

Why Impact 3 Threshold case a 7-day closure.

The other facts on file (6)
  • Airports closed four times in a week over balloons; over 140 flights and 20,000 passengers hit; PM confirmed closure of Medininkai and Salcininkai on 27 Oct 2025 with exemptions, calling it a hybrid attack [1] (27 Oct 2025)
  • Lukashenko said up to 1,200 vehicles stranded and threatened to impound them; Minsk refused a trucks-only corridor; PM: right to close the borders at any time if the situation worsens [2] (19 Nov 2025)
  • Crossings reopened at midnight 20 Nov 2025; balloons again disrupted Vilnius Airport (1,100 passengers, 10 flights); PM not ruling out indefinite closure; Belarus spokesman: one to five days' notice due [3] (21 Nov 2025)
  • Most held trucks returned in March 2026 (low confidence) [4] (Mar 2026)
  • Both crossings shut since the evening of 26 Oct 2025 after closures of several hours on 24 and 25 Oct [5] (27 Oct 2025)
  • Vilnius Airport closed again on 27 Jan 2026 over suspected balloons; more than 10 closures since early October 2025 [6] (27 Jan 2026)

Three scenarios and their signposts

  1. S1

    Managed nuisance

Balloons continue but airports stay mostly open.

  2. S2

    Second closure

A new wave of airport closures leads to a border closure for weeks.

  3. S3

    Wider crisis

A drone or border incident hardens both sides.

The signposts of each scenario
PathSignpost
S1No airport closure for a month in winter 2026-27
S2A National Security Commission meeting on Belarus
S3Belarus again holds Lithuanian trucks

No probability is given for the three paths.

The other side

A short, warned closure that stops contraband without stranding trucks would show a working tool against hybrid pressure; the PM said on 21 Nov 2025 that searches, arrests and diplomacy now do more of the work [3].
