Likelihood ↑ 13 Oct 2026: intelligence minister Tomasz Siemoniak said Russian services were behind the 23 Sep Starlink ground station arson, a day after arrests of two suspects in Germany were announced (AP); prosecutors had stated a reasonable suspicion on 25 Sep (PAP via UNITED24). Score 3 before 23 Sep.
Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- Draft law letting railway guards disable drones published by the Prime Minister's Office on 16 Oct [9]
- Siemoniak: no doubt Russian services behind it; arrests of two Turkish citizens in Germany announced 12 Oct (not convicted); almost daily acts of subversion [5]
- Prosecutors: reasonable suspicion the perpetrators acted on Russian orders [6]
- Tusk (reported 25 Sep): intelligence shows Russian plans for hybrid drone and missile strikes on Ukraine's supporters; Poland and Romania are routes for military supplies; Hungary allows none through [7]
- Fire at Exatel's Starlink ground station at Wola Krobowska cut its links, including Ukraine's military; station resumed [4]
Why it matters
In November 2025 an explosive destroyed track on the Warsaw-Lublin line, a route for aid to Ukraine. On 23 Sep 2026 arson hit a state Starlink ground station south of Warsaw that also serves Ukraine's military; on 13 Oct Poland's intelligence minister said Russian services were behind it. Both sites were repaired, and no source read shows either one shut for 48 hours. The risk is an attack that does.
Why Likelihood 4 Pushes: two attributed attacks in 11 months, almost daily subversion, Tusk's warning of planned hybrid strikes, a missile near Lublin Tusk said was likely Russian. Brakes: 10,000 troops and Operation TOR, quick repairs, arrests, the 48-hour bar.
Why Impact 3 Threshold case one line, hub or station shut for 48 hours.
The other facts on file (4)
- Explosive destroyed track at Mika on the Warsaw-Lublin line; Tusk: unprecedented sabotage; route crucially important for aid to Ukraine [1] (17 Nov 2025)
- Second damaged site further east; line carries military goods and aid to Ukraine [2] (17 Nov 2025)
- Two Ukrainians who Tusk said worked for the FSB fled to Belarus (Tusk, 18 Nov); prosecutors formally accused them, extradition sought; not convicted; Operation Horyzont 10,000 soldiers; Operation TOR from 21 Nov; brake-pulling arrest 16 Feb 2026 [3] (16 Feb 2026)
- Missile came down at Tarnawa Kolonia near Lublin; Tusk: fragments point to a Russian KH-101 [8] (30 Jul 2026)
