The test Between 26 Oct 2026 and 25 Oct 2027, a sabotage act or drone attack in Germany that the federal government or the Federal Prosecutor General attributes to a foreign state, or investigates as directed by one, kills at least one person, or halts all flights at a major German airport or all trains on a main rail line for 24 hours or more.

What changed

Dated, newest first

  1. Arrests 3 Feb over a suspected corvette sabotage plot; a Ukrainian national suspected of spying for Russia arrested 22 Oct; none convicted; Berlin cable arson 3 Jan (40,000 to 45,000 households, reported) claimed by a left-wing group [8]
  2. Dobrindt: shadow war beyond the Cold War; BfV expects more incidents [5]
  3. Russia orders the German consulate general in St Petersburg to cease operations by 18 Sep and the Goethe-Institut to end its work (Reuters) [9]
  4. Government attributes the attempt to Russia; Bonn consulate general closes 18 Sep; Russian House lease ended; EU listings, entry controls, shadow fleet pressure [1]
  5. Federal Prosecutor: serious attack on transport and logistics infrastructure; Moscow promises a mirror response [2]
  6. Frankfurt airport about 6.1 million passengers in September 2026 [7]

Why it matters

Late on 4 Aug 2026 a drone carrying explosives was found among Ukrainian cargo aircraft at Leipzig/Halle airport. On 1 Sep Berlin blamed Russia and closed Russia's consulate general in Bonn. Germany's interior minister now speaks of a shadow war. Drones have closed German airports for hours before, but no state sabotage has yet shut one for a day or killed anyone in Germany.

Why Likelihood 4 Pushes: a live explosive drone at an airport, official attribution to Russia, BfV expects more, arrests. Brakes: the 24-hour bar is high and airports reopen within hours, new intelligence powers and expulsions, attribution takes months.

Why Impact 3 Threshold case one airport or line shut for a day, or one death. The worse case is the event of the risk “Russia's war reaches NATO's eastern flank”.

The other facts on file (2)
  • Explosive-carrying drone reported on the airfield at about 23:40 on 4 Aug near Ukrainian Antonov aircraft at Leipzig/Halle; about 800 g of explosive reported; traffic halted for a time; Dobrindt (5 Aug): a new quality of danger [4] (6 Aug 2026)
  • Munich airport halted from about 22:18 on 2 Oct 2025 until about 05:50 on 3 Oct; 17 cancellations, 15 diversions, almost 3,000 passengers; no attribution [6] (3 Oct 2025)

How it spreads

If

Between 26 Oct 2026 and 25 Oct 2027, a sabotage act or drone attack in Germany that the federal government or the Federal Prosecutor General attributes to a foreign state, or investigates as directed by one, kills at least one person, or halts all flights at a major German airport or all trains on a main rail line for 24 hours or more.

Channels 5 on the card

  1. CanadaNo direct Canadian loss sourced.
  2. TransportA day's closure of a hub like Frankfurt strands some 200,000 passengers and delays cargo (Strature calculation from about 6.1 million passengers in September 2026 [7]).
  3. Support for UkraineLeipzig/Halle is a route for military cargo to Ukraine; a closure slows that flow.
  4. Security policyA death would test NATO; Strature's risk of a clash on NATO's eastern flank counts it as its event.
  5. Insurance and costsHigher security and drone-defence costs (Strature's view; not sized).

Three scenarios and their signposts

  1. S1

    Near misses

Drones and plots continue, arrests follow, closures last hours.

  2. S2

    A day lost

Drone swarms shut a hub for a day, or cables on a main line are cut.

  3. S3

    A death

A device kills a worker or passenger and Berlin asks NATO for consultations.

The signposts of each scenario
PathSignpost
S1Leipzig/Halle charges filed; no closure over 12 hours
S2A second airport incident attributed to Russia
S3An explosive device found at a second site

No probability is given for the three paths.

The other side

Germany's new powers and money for drone defence and intelligence can harden airports and rail for good. Spending on drone detection and defence would rise (Strature's view; not sized).
