Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
Why it matters
South Korean cars and car parts have paid a combined 15% US tariff since 1 Nov 2025, under the Section 232 car tariff as cut by the US-South Korea deal. In January 2026 President Trump said he would raise it to 25% because Seoul had not enacted its US$350bn investment pledge; the National Assembly passed the law in March, and the 15% rate held. The Section 301 duties of July 2026 left cars and parts out.
Why Likelihood 4 Pushes: the threat, the open excess-capacity Section 301 probe whose notice names South Korean cars and parts, the Iran-war row, a twelve-month window. Brakes: law passed 12 Mar and decree 9 Jun; Section 301 action excluded cars.
Why Impact 5 Threshold case scored at the threatened 25%.
