Finland cuts power to consumers for lack of electricity

The test Between 28 Oct 2026 and 27 Oct 2027, Fingrid orders controlled disconnections of electricity consumers in Finland because generation and imports cannot meet demand, as stated by Fingrid (storm and local network faults do not count).

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. S&P names a EUR 13bn digital and energy investment and a EUR 10bn data-centre project in Finland [8]
  2. Fenno-Skan flow-reversal limit (QPRE) from 17 Nov 2026 to protect the cables [3]
  3. Main grid service fees rise 4% from early 2027 [4]
  4. Peak demand about 15,200 MW on an extremely cold, calm day (about once in ten years); domestic output about 12,000 MW; imports 3,200 MW from Sweden and Estonia; one major failure covered; wind and solar +800 MW; inflexible demand +200 MW; Meri-Pori back in early 2027 [1]
  5. Siting industry and storage near generation could add up to 20 GW of connection capacity [5]

Why it matters

Fingrid, the grid operator, expects enough electricity this winter provided that domestic production and transmission lines operate reliably. On an extremely cold, calm day, domestic plants (12,000 MW) and imports (3,200 MW) add up to exactly the peak demand of about 15,200 MW, with no margin before demand response (Strature's sum of Fingrid's figures). Demand from data centres and electric boilers is rising fast. Shortage cuts would need several failures at once, such as a large plant and a power cable in a cold snap (Strature's reading of Fingrid's outlook).

Why Likelihood 3 Pushes: zero margin before demand response on a one-in-ten day; fast demand growth; Fenno-Skan strain and Estlink 2 damage. Brakes: Fingrid's assessment covers one major failure; demand response; Meri-Pori return and 800 MW of new wind and solar.

Why Impact 4 Threshold case: one round of rotating cuts lasting hours.

The other facts on file (2)
  • Data-centre projects with signed connections nearly 5 GW; electric boilers under construction or running over 3 GW; batteries over 4 GW; use would rise nearly 40% from 2025 if all were built, over at least five years [2] (18 Aug 2026)
  • Estlink 2 out about six months after damage on 25 Dec 2024; Eagle S case revived on appeal in Aug 2026, not final [6] (27 Aug 2026)

How it spreads

Channels 4 on the card

  1. CanadaNo Canadian channel is shown.
  2. Households and industryRotating cuts would black out areas in turn for hours, at peak cold.
  3. Data centres and industryLarge new loads would face pressure to cut use, and investors would weigh supply security [2][8].
  4. PricesA near-shortage would bring price spikes in Finland and, through the shared links, the Baltic states (Strature's view).

Three scenarios and their signposts

  1. S1

    A normal winter

Plants and cables run; prices handle the peaks.

  2. S2

    A close call

A cold snap plus one big outage forces public appeals to save power, but no cuts.

  3. S3

    Cuts

A cold, calm week, a large plant outage and a cable fault together force rotating cuts.

The signposts of each scenario
PathSignpost
S1No Fingrid shortage notice by March 2027
S2A Fingrid warning of a tight power balance
S3An interconnector out of service in December-February

No probability is given for the three paths.

The other side

Builders of flexible generation, batteries and demand response gain: battery projects with connection agreements already exceed 4 GW [2]. Fingrid finds that siting new industrial sites and storage close to generation could add up to 20 GW of connection capacity within its €5.2bn ten-year programme [5]. Main grid fees rise 4% from the start of 2027, a rise Fingrid ties to its investment programme [4].
