Why it matters

On 29 Oct 2026 the UN General Assembly gave Bangladesh three more years before it leaves the least developed country group; graduation is now set for 24 Nov 2029. The EU is its largest export market, and textiles were nearly 94% of EU imports from it in 2025. About EUR 19bn of its exports used the EU's duty-free EBA scheme in 2024. Dhaka wants a free trade agreement to keep that access after EBA ends.

Why Likelihood 4 Pushes: the Commission spoke only of technical talks to test for common ground; a launch needs a Council authorisation on a Commission recommendation, and none was found; on 6 Sep even the technical talks awaited member states' approval; Dhaka's dates slipped from September to soon, then to online talks only.

Why Impact 4 Threshold case: no formal launch by 31 Oct 2027, with EBA still in force.

The other facts on file (7)
  • EUR 19bn of Bangladesh's exports used EBA preferences in 2024 [3] (2026)
  • The Daily Star reported on 11 Aug an initial exchange of formal letters and named negotiators; the EU is Bangladesh's largest export market; textiles nearly 94% of EU imports from it in 2025 [4] (11 Aug 2026)
  • The commerce minister was reported saying formal FTA talks with the EU would begin next month [14] (12 Aug 2026)
  • On 14 Aug 2026 a Commission spokesperson said the EU was prepared to engage in technical talks to test for common ground [5] (14 Aug 2026)
  • Under Article 207(3) TFEU the Commission recommends and the Council authorises trade negotiations [9] (2016)
  • A Partnership and Cooperation Agreement was initialled on 20 Apr 2026 [13] (20 Apr 2026)
  • The initialling opens the way to signature [12] (21 Apr 2026)

Channels 3 on the card

  1. CanadaNo Canadian loss sourced.
  2. Garment accessEBA continues to about November 2032 (low-confidence source) [10]; a later start leaves less time for an FTA.
  3. GSP+ as a fallbackGSP+ would keep many lines duty-free, but the 37% apparel threshold would leave Bangladesh's main export at full duty (low-confidence source) [8].

The other side

The extension buys time, and Ireland, speaking for the EU, supported it. In Strature's view, a deal begun later on a sounder base could be concluded faster.
