What changed

Dated, newest first

  1. Hundreds of Syrians protested against Israeli military activity on Syrian territory [3]

Why it matters

Syria and Israel have talked on and off, under US mediation, about a security agreement since Assad fell in December 2024. In January 2026 they agreed only a US-supervised communication cell; Syria wants a timetable for Israeli withdrawal first, and Israeli strikes in Syria went on through August. A signed pact would open southern Syria to reconstruction and lower the risk of an Israeli-Turkish clash.

Why Likelihood 3 Pushes: US mediation; Syria's stated aim. Brakes in force: Israeli troops on seized ground and continued strikes; Syria's withdrawal precondition; government formation in Israel.

Why Impact 4 Threshold case: a signed agreement.

The other facts on file (5)
  • Paris talks agreed a dedicated communication cell under US supervision; a comprehensive deal did not appear imminent [1] (6 Jan 2026)
  • An unnamed Syrian official said progress needs an enforceable timeline for Israeli withdrawal [1] (6 Jan 2026)
  • Israel struck Abu al-Duhur airfield after its PM's office said Turkish troops were heading to a base near Aleppo, which Turkey denied; US envoy Barrack called the strikes unnecessary and said the US is working on a deconfliction mechanism [2] (19 Aug 2026)
  • Israel's general election was set for 27 Oct 2026 [4] (17 Jul 2026)
  • President al-Sharaa has said Syria is seeking a security agreement with Israel [2] (19 Aug 2026)

The other side

A pact is an upside: it would remove a front in Syria and make Western reconstruction money easier to commit (Strature's view).
