What changed

Dated, newest first

  1. Congress adjusts 2026 budget unanimously on 30 Oct 2026 relying on promised state support; no status talks mentioned [5]
  2. Outremers 360 on the cross-party mission: talks did not cover institutions, put off to the next presidential term (the outlet's summary); Lecornu EUR 400-460m for 2027 mostly grants; Tjibaou: stability first, open to talks [3]

Why it matters

France's attempt to settle New Caledonia's status failed twice: the FLNKS rejected the Bougival draft, and on 2 Apr 2026 the National Assembly threw out the constitutional bill. The June 2026 election left no majority. In September a cross-party mission to Paris dealt only with money; Outremers 360, summarising the mission, wrote that the status question was put off to the next presidential term.

Why Likelihood 6 Pushes: Outremers 360's report that the institutional question waits for the next presidential term (4 Sep 2026); fears of an impasse to May 2027; a hung Congress; no October talks found. Brakes: talks aimed at a deal by year-end and the PM's statement that all parties will return; Tjibaou's openness.

Why Impact 4 Threshold case: no deal by 31 Mar 2027. Worse case: a return of the May 2024 unrest.

The other facts on file (4)
  • Bougival draft gazetted 6 Sep 2025; FLNKS boycotted January 2026 talks (Élysée-Oudinot); National Assembly rejected the bill 190-107 on 2 Apr 2026; many fear impasse until May 2027 [1] (4 May 2026)
  • Congress: independence 26, loyalists 24, Éveil Océanien 4 of 54; talks from July aimed at a deal before end of year; Lecornu: all parties committed to return [2] (30 Jun 2026)
  • Nine-member delegation in Paris 1-5 Sep 2026; FLNKS declined to take part; Tukumuli elected 31 Jul 2026 [4] (27 Aug 2026)
  • May 2024 unrest killed 14 and caused several billion euros of damage; 12,800 jobs lost since 2024 (ISEE) [6] (18 Jun 2026)

The other side

Tjibaou put stability before any institutional solution [3]; a calmer pause could make a later deal more durable (Strature's view).
