What changed
Dated, newest first
- Fertiliser budget Rs 1.71 lakh crore; Department of Fertilisers sought a 100% increase (about Rs 3.4 lakh crore in all, on The Wire's arithmetic); Secretary: a minimum of Rs 3 lakh crore; urea Rs 242 for a 45 kg bag [4]
- FY2026/27 deficit target Rs 16.96 lakh crore, 4.3% of GDP; the FY2025/26 target of 4.4% was met [1]
- April-August 2026 deficit Rs 7.1 lakh crore, 41.9% of the estimate, against Rs 6 lakh crore a year earlier [2]
- Gross tax revenue up 6.5% in April-August; 10.9% growth needed September-March; excise down 23%; subsidy payouts up 24% [2]
- ICRA: overshoot of Rs 1.3-1.4 lakh crore, which expenditure savings like the Rs 1.6-1.7 lakh crore made in FY2025/26 could absorb [2]
- Asset sales Rs 55,757 crore by end-August of Rs 80,000 crore; Rs 1 lakh crore stabilisation fund; H2 net borrowing Rs 11.73 lakh crore [1]
Why it matters
India budgeted a central fiscal deficit of 4.3% of GDP for FY2026/27. The Gulf war has since cut fuel excise and raised fertiliser and fuel subsidies, and ICRA sees the deficit overshooting by Rs 1.3-1.4 lakh crore. Strong direct taxes, sales of state assets and a Rs 1 lakh crore stabilisation fund could still let the government hold the line.
Why Likelihood 5 Pushes: ICRA overshoot of Rs 1.3-1.4 lakh crore, tax growth must nearly double, fertiliser request double the budget, fuel under-recoveries. Brakes: ICRA's savings offset (savings like those of FY2025/26), direct taxes, asset sales, the stabilisation fund, RBI dividend, a record of hitting targets.
Why Impact 4 Key price: 10-year government bond yield, unsourced. Threshold case, a Revised Estimate at 4.4%, is about 0.1% of GDP. Worse case, ICRA's overshoot of 0.33-0.36% of GDP, about US$13-15bn.

The other side
Fuel exports bring in export-duty revenue, though the diesel levy was cut to Rs 8.50 a litre from 16 Oct [6]. Asset sales at about 70% of target by August (Rs 55,757 crore of Rs 80,000 crore, Strature calculation) [1] show room to raise cash. A hold at 4.3% [1] would keep government borrowing at the planned Rs 11.73 lakh crore for October-March [1] (Strature's view).
