Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. DG Agri letter: conflict of interest under Art 61(3) FR 2024; Czech measures insufficient; possible interruption, suspension or financial corrections; checks on management and control systems [1]
  2. SZIF keeps paying and cannot halt aid at will; interruption up to six months, extendable by three [3]
  3. Commission: potential conflict of interest over cohesion and agricultural funds; trust does not sufficiently mitigate; no expenditure to be declared from 9 Dec 2025 for linked entities; CAP direct payments excluded [2]
  4. SZIF puts held rural development claims at EUR 3.18m (about CZK 77m); Commission did not confirm; finance minister says payments held six months; Commission confirmed the hold also covers cohesion funds [9]

Why it matters

The European Commission says Prime Minister Andrej Babiš is in a potential conflict of interest over EU farm and cohesion money, and that the trust holding the Agrofert group he founded does not fix it. So far it has frozen only claims linked to his firms, about EUR 3.18m by the Czech farm fund's count. In October it warned it could interrupt or suspend payments or impose corrections. A freeze of a whole programme would be a step up that Brussels did not take in the 2019-2021 audit dispute.

Why Likelihood 3 Pushes: the finding and threat; the Prime Minister's refusal to act; complaints to OLAF and the auditors. Brakes: Czech bodies already exclude linked claims, a blocker in force; the 2021 precedent; targeted holds. A driver held by a blocker in force gives 3.

Why Impact 4 Threshold case: one programme's payment deadline interrupted for months.

Three scenarios and their signposts

  1. S1

    Ring-fenced

Czech bodies keep excluding linked claims and the freeze stays narrow.

  2. S2

    Programme hit

A system audit finds weak controls and Brussels interrupts a programme's payment deadline.

  3. S3

    Conditionality

The case widens to media and justice, as Parliament asked in 2021.

The signposts of each scenario
PathSignpost
S1The six-month hold ends around March 2027 without a wider step
S2DG Agri or DG REGIO opens a system audit
S3A Commission letter under the conditionality regulation

No probability is given for the three paths.

The other side

Pressure from Brussels could lead to a clearer Czech conflict-of-interest regime and public data on the end owners of farm aid, which Parliament has asked for since 2021 [7]. That would cut the risk of later corrections for every Czech beneficiary.
