What changed

Dated, newest first

  1. Policy rate raised by 25 basis points to 2.5% on 28 Oct 2026 (Bank Rate 2.75%, deposit rate 2.45%), after 2.25% at every decision from 10 Dec 2025; the Bank says there could be a need to increase the rate further; next decisions 9 Dec 2026 and 27 Jan 2027 [17]
  2. The 28 Oct 2026 rise is the first since July 2023 (derived from the Bank's rate record; not stated in the release) [5]
  3. Bank of Canada Monetary Policy Report (28 Oct 2026): growth of 1% in 2026 and 2% in 2027 and 2028; about 2% annualised in Q3 2026 after 3.3% in Q2; growth to slow in Q4 2026 owing to new US tariffs; CPI about 3.5% by end-2026, averaging 3% in 2027 and back to 2% by mid-2028 [17]
  4. Impact 5 to 4.
  5. IMF WEO: Canada real GDP growth 1.1% in 2026 and 1.7% in 2027 (DataMapper, read 25 Oct 2026) [7]
  6. CPI 3.1% in the year to September 2026 (3.0% in August); gasoline +27.8%; energy +19.0%; excluding gasoline 2.2% [4]
Show 5 earlier changes
  1. Employment -68,000 in September after -42,000 in August; unemployment 6.5% from 6.4% [3]
  2. US took 72.3% of Canada's goods exports in 2025 [13]
  3. IMF WEO: Canada GDP about US$2,490bn in 2026 [8]
  4. Real GDP 0.0% in July 2026; August advance estimate +0.2%; next release 30 Oct [2]
  5. Bank of Canada: new US tariffs and threats pose risks to the sustainability of the recovery; little progress reopening the Strait of Hormuz; Q2 GDP up 3.3% (annualised rate) [6]

Why it matters

Canada's economy grew 0.8% in Q2 2026, July was flat and August rose 0.2% on the first estimate. But jobs fell in August and September, inflation is 3.1% on gasoline, and the Bank of Canada says US tariffs put the recovery at risk. On 28 Oct 2026 the Bank raised its policy rate to 2.5%, expects growth to slow in Q4 2026 owing to new US tariffs, and still sees growth of 1% in 2026 and 2% in 2027. Strature registers a 25% chance of a recession by Q4 2027 (Strature forecast F-0174, 1 Oct 2026).

Why Likelihood 4 Pushes: single quarterly falls in Q2 and Q4 2025; two monthly job losses; energy-led inflation; US tariffs and suspended talks; a falling population; a rate rise on 28 Oct 2026 and a warning of more, with growth seen slowing in the fourth quarter owing to new US tariffs.

Why Impact 4 Threshold case two small quarterly falls; key price real GDP. The 72.3% export share is not a loss and the gasoline rise is a household cost in a net energy exporter.

  • Real GDP -0.4% in Q2 2025 after +0.5% in Q1 2025 [14] (29 Aug 2025)

How it spreads

If

Statistics Canada's first release shows real GDP falling in two consecutive quarters at any point from the third quarter of 2026 to the fourth quarter of 2027 (one quarter longer than the F-0174 test, which resolves on 31 Dec 2027 with Q3 2027 the last quarter published).

Channels 4 on the card

  1. CanadaEmployment already down 110,000 over two months (Strature calculation from [3]); gasoline up 27.8% in a year [4].
  2. BudgetLower revenue and higher spending as Budget 2026 is tabled on 5 Nov [11] (Strature's view).
  3. Rates and the dollarThe Bank weighs weak output against 3.1% inflation [4]; it raised its rate to 2.5% on 28 Oct 2026 and says it may need to raise it further [17], so a cut is off the table for now (Strature's view).
  4. TradeSectors under US duties, with the US as main buyer [13], lead the fall (Strature's view).

Three scenarios and their signposts

  1. S1

    Slow recovery

Growth stays positive but weak, near the IMF's 1.1% and 1.7%.

  2. S2

    Stall, then a dip

Job losses run on, energy prices stay high and two quarters of small falls follow in 2027.

  3. S3

    Relief rebound

A published US-Canada arrangement lifts the Section 338 duties and investment returns (Strature forecast F-0172: 25% (1 Oct 2026), resolves 30 Sep 2027).

The other side

A slowdown would ease pressure on prices excluding gasoline, already rising only 2.2% a year [4], and could slow the Bank's rate rises [17]. Weak spells push firms to look for buyers outside the US; the US took 72.3% of Canada's goods exports in 2025 [13], so more than a quarter already goes elsewhere (Strature calculation from [13]; Strature's view).
