Ukrainian drones shut a main Russian oil port for a week or more

The test Between 26 Oct 2026 and 25 Oct 2027, crude or product loadings at Primorsk, Ust-Luga or Novorossiysk (Sheskharis) stop for 7 consecutive days or more after an attack on the port or on ships at it, as shown by an official source, loadings data or two independent reports.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

  1. Likelihood 6 to 4.
  2. Likelihood 6 to 7.
  3. Likelihood 7 to 6.
  4. Kyiv rejected a US call to halt strikes on Russian oil infrastructure [11]
  5. CREA: crude oil loadings dropped 26% m/m after early-September strikes on Ust-Luga (scope not stated) [1]
  6. CREA: seaborne crude export earnings fell 15% in September 2026; Urals averaged USD 90.7 a barrel [1]
Show 3 earlier changes
  1. Russia exported 6.4 mb/d of crude and products in August 2026, lowest since 2018 [10]
  2. CREA: Novorossiysk crude loadings ceased for nine consecutive days in August 2026 (loadings data) [2]
  3. Sheskharis loadings halted 14 Aug 2026 and resumed 16 Aug [14]

Why it matters

Ukrainian strikes stopped loadings at Ust-Luga for nearly two weeks from 25 March 2026. CREA counts a second stop, nine days at Novorossiysk in August, from loadings data, but another report has loadings there resuming after two days. Kyiv has rejected a US call to halt strikes on Russian oil infrastructure. Another stop of a week or more in the next year is possible but not the base case, and each one moves world prices only a little.

Why Likelihood 4 Pushes: Ust-Luga; CREA counts nine days at Novorossiysk in August, another report two; strikes went on in September; Kyiv rejected a US call to halt.

Why Impact 4 One major good; weeks; other ports and grades at a cost.

The other facts on file (3)
  • Primorsk loads about 1 mb/d of crude, Ust-Luga about 700,000 b/d [6] (31 Mar 2026)
  • Sheskharis crude loading capacity about 700,000 b/d [8] (10 Apr 2026)
  • Ust-Luga loadings suspended 25 Mar 2026; tanker Jewel left after nearly two weeks [7] (8 Apr 2026)

How it spreads

If

Between 26 Oct 2026 and 25 Oct 2027, crude or product loadings at Primorsk, Ust-Luga or Novorossiysk (Sheskharis) stop for 7 consecutive days or more after an attack on the port or on ships at it, as shown by an official source, loadings data or two independent reports.

Channels 5 on the card

  1. CanadaNo Canadian loss sourced.
  2. Oil pricesThe US EIA forecasts Brent at about USD 105 in 4Q26 (6 Oct 2026) [13]; a week without 0.7-1 mb/d [4][6][8] would remove supply from a tight market (Strature's view; no price effect estimated).
  3. Russia's budgetSeaborne crude revenue fell 15% in September, the month of the Ust-Luga strikes [1]; a long stop cuts oil and gas revenue further.
  4. Asian buyersMost Baltic crude goes to Asian customers [6]; CREA puts China at 50% of Russia's crude exports and India at 37% (period not stated), and Chinese unloadings of Primorsk crude rose 352% in September [1].
  5. KazakhstanSheskharis also loads Kazakh KEBCO crude; KEBCO cargoes moved from Ust-Luga to Novorossiysk in August [14].

Three scenarios and their signposts

  1. S1

    Strikes continue, stops stay short

Hits every few weeks; most stops last two to five days.

  2. S2

    A long Baltic stop

A strike on Primorsk's berths keeps 1 mb/d off the market for two weeks or more.

  3. S3

    An energy truce

Talks produce a halt on strikes against energy sites.

The signposts of each scenario

S1CREA's October 2026 analysis shows another fall in seaborne loadings
S2Primorsk loadings suspended for more than 3 days by 31 Mar 2027

No probability is given for the three paths.

The other side

Each stop raises demand for other crude; Canadian, US and other Atlantic barrels gain when buyers look away from Russian ports (Strature's view). Russia's repairs are quick: Primorsk reloaded within days in March [4].
