The test Between 25 Oct 2026 and 25 Oct 2027, the federal government gives Mexico's state-owned oil and gas sector support beyond the oil-sector transfers in the approved 2026 and 2027 budgets, through an extra capital contribution, a debt assumption or exchange, or a government-backed vehicle such as pre-capitalised notes or development-bank funding.

What changed

Dated, newest first

  1. Likelihood 4 to 5; Impact 5 to 4.
  2. IMEF's Herrera said support will be greater than budgeted because of short-term maturities (Strature's translation) [9]
  3. 2027 package: MXN 81.1bn capital contribution, down 69.2% from MXN 263.5bn in 2026 [7]
  4. 2027 borrowing ceilings MXN 160.6bn domestic and US$5.26bn external; supplier debts about US$21.4bn; output about 1.65 mb/d [8]
  5. CEESP warned on 31 Aug 2026 that public debt could reach MXN 21.8tn by 2027 (as relayed; low confidence) [10]

Why it matters

Mexico budgeted MXN 263.5bn of support for its state oil company in 2026, and proposes only MXN 81.1bn for 2027. Moody's puts the company's funding needs at about US$14.9bn a year over 2026-2028 and expects it to keep relying on extraordinary support. In July 2025 the government already raised US$12bn through pre-capitalised notes, separate from the budget transfer (Strature's reading), to pay the company's debts.

Why Likelihood 5 Pushes: going-concern doubt, IMEF's view, supplier debts, Moody's names development-bank funding. Brakes: the company's own borrowing ceilings and market access, its lowest debt since 2014, 2026 support under budget, Hacienda's 30 Jul 2025 statement that reopening the P-Caps is not the base case.

Why Impact 4 Threshold case an extra vehicle of a few billion dollars; key price Mexico's sovereign spread (move not sourced).

  1. S1

    The budget holds

Transfers stay within the 2027 line and the company refinances in markets.

  2. S2

Hacienda repeats the 2025 P-Caps route or uses development banks.

  3. S3

    A rating squeeze

A sovereign outlook cut ties Mexico's rating to the company's needs.

The other side

Support has bought market access: the company placed peso debt at 2.5 times cover in February 2026 [2]. If the company stopped refining at a loss, the pressure on public finances would fall to about US$10bn a year, IMEF's Herrera said (Strature's translation) [9].
