Why it matters

The Hong Kong dollar has drifted to the weak end of its HK$7.75-7.85 band since mid-June 2026, trading at about 7.8460-7.8475 per US dollar, and the HKMA's chief executive said on 6 Oct that a lasting rate gap could lead to a triggering of the weak-side guarantee. Hong Kong interbank rates sit well below US rates after the Fed's rise of 16 Sep. The same carry trade led to 12 weak-side triggers between late June and mid-August 2025.

Why Likelihood 6 Pushes: HKMA chief says the rate gap will ease the currency further and could trigger the weak side [1]; Fed rise of 16 Sep 2026 [5]; HIBOR well below US rates [4].

Why Impact 4 Key price one-month HIBOR. Threshold case one weak-side trigger of about HK$9.42bn (US$1.2bn) as on 26 Jun 2025. For a single trigger, 3 would give a mean of 3.25 and an Impact of 3.

The other facts on file (3)
  • Weak-side CU triggered 12 times from late June to mid-August 2025; Aggregate Balance HK$173.4bn end-May to HK$54.1bn end-August 2025 [2] (31 Dec 2025)
  • HKMA bought HK$9.42bn on 26 Jun 2025, the first weak-side trigger since May 2023 [3] (26 Jun 2025)
  • The 2025 weak-side run took HK$119.95bn from 21 Jun to 8 Oct 2025 (Currency Board Sub-Committee record) [12] (28 Nov 2025)

Three scenarios and their signposts

  1. S1

    Weak-side defence

The gap persists, the currency touches 7.85 and the HKMA buys Hong Kong dollars, as in mid-2025.

  2. S2

    Rates catch up

Loan and IPO demand pull HIBOR up and the currency stays just inside the band.

  3. S3

    The gap closes

The Fed holds or cuts and the currency moves back towards the middle of the band.

The signposts of each scenario
PathSignpost
S1An HKMA announcement of a weak-side trigger
S2One-month HIBOR above 3.5%
S3The Fed's December 2026 decision

No probability is given for the three paths.

The other side

Higher HIBOR lifts what savers earn on Hong Kong dollar deposits and lets banks price loans closer to their funding costs. A defended band shows the system working: in 2025 the currency stabilised after the triggers and later traded on the strong side [2].
