Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
Why it matters
The International Court of Justice closed its hearings on the Essequibo border on 11 May 2026 and has set no date for its judgment. Guyana's Prime Minister expects it between November 2026 and January 2027. Venezuela's acting president has already said Venezuela would be unable to comply with a ruling that upholds the 1899 award.
Why Likelihood 7 C not counted: the May 2025 vote despite the court's order is unconfirmed. Pushes: two named, current sources treat rejection as the base case (Rodriguez; BISI analyst, 22 Jun 2026); Guyana's PM puts the ruling inside the window; Caracas rejects jurisdiction.
Why Impact 5 Threshold case: a statement of rejection.
The other facts on file (4)
- PM Mark Phillips: judgments normally come six to eight months after hearings, so November 2026 to January 2027; the region is nearly two thirds of Guyana's land; the court ruled for Guyana in Dec 2020, Oct 2023 and May 2025 [2] (6 Jun 2026)
- Delcy Rodriguez, acting president, 11 May 2026: Venezuela would be unable to comply with a ruling upholding the 1899 award; no legal way to recognise a decision from this process [3] (11 May 2026)
- Venezuela does not recognise the court's jurisdiction; the 1966 Geneva Agreement requires negotiation [4] (11 May 2026)
- BISI analyst: Caracas almost certain to reject a ruling for Guyana; interim government dependent on US tolerance since US forces captured Maduro on 3 Jan 2026 [5] (22 Jun 2026)
