Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

Why it matters

Since 6 March 2026 Georgian holders of diplomatic, service and official passports need a Schengen visa, the first use of the EU's reinforced visa suspension mechanism. The measure runs to 6 March 2027 and the Commission can extend it, or widen it to all Georgian citizens, if Tbilisi does not address democratic backsliding. Most member states were reported to want ordinary citizens spared.

Why Likelihood 4 A is no: the Commission's options to widen are conditional. Pushes: the activated mechanism, the stated option to widen, the finding of systemic backsliding. Brakes: most member states preferred to spare ordinary citizens; a widening needs member states' positive opinion. Drivers in place, blockers holding.

Why Impact 4 Threshold case a suspension for ordinary passport holders.

The other facts on file (5)
  • Commission report found systemic and deliberate backsliding; revised mechanism in force 30 Dec 2025; most member states want to spare ordinary citizens (diplomatic sources) [1] (19 Dec 2025)
  • Implementing regulation suspends visa exemption for official passport holders from 6 Mar 2026 to 6 Mar 2027, after member states' positive opinion; Commission can extend by up to 24 months or to all citizens [2] (6 Mar 2026)
  • Ordinary passport holders not affected; first use of the stricter mechanism [3] (6 Mar 2026)
  • EU could also consider widening the suspension to all Georgian citizens [4] (9 Mar 2026)
  • Von der Leyen wrote that at a second stage the suspension could be extended to the entire population [5] (26 Feb 2026)
