Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

Why it matters

The Central African CFA franc, shared by six states, has kept its euro parity since the 50% devaluation of January 1994. In May 2026 a Citi economist argued for a devaluation (as reported); the regional central bank's governor said it is not on the agenda through 2027. Reserves are above the thresholds watched, and the region's leaders have pledged to defend the parity.

Why Likelihood 3 Push: reserve erosion and Citi's view (May 2026). Brakes: BEAC governor says not on the agenda through 2027; CEMAC leaders' January 2026 commitment; S&P sees it unlikely; reserve cover above the thresholds watched.

Why Impact 5 Threshold case any parity change.

The other facts on file (5)
  • BEAC governor: devaluation not on the agenda, not in 2026, not in 2027; reserves fell sharply in 2025, projected 4.52 months of imports end-2026, 3.1 months by 2027 without reforms; current-account deficit 5.2% of GDP in 2026; bank sovereign exposure 5.2 times own funds; oil up approximately 40 per cent to around US$100 since February 2026 (as reported) [1] (4 May 2026)
  • S&P considers devaluation unlikely; reserves nearly five months of imports at end-2025 [2] (9 Feb 2026)
  • Citi's Africa chief economist argues for devaluation then debt restructuring; reserves could fall 12.5% in 2026; BEAC instruction of 23 Apr 2026 raises repatriation from 35% to 50% (2027) and 70% (2028); 1994 devaluation 50% at about 1.3 months of cover [3] (9 May 2026)
  • CEMAC leaders in January 2026 stressed alignment with an IMF framework and called to defend the parity (as summarised by Africanews) [4] (12 May 2026)
  • Lower oil prices widened Congo's current-account deficit to 5.8% of GDP in 2025 [5] (16 Mar 2026)
